United Nations

The third world is totally demoralized and in dissaray, especially after the economic catastrophys of the capitalist world in the 1980's. Japan and East Asia are involved, but they are not big actors in the U.N. The U.S. refused to pay its dues, it pressured the U.N to eliminate the third world oriented institutions. It was only willing to accept the U.N. back again when it was willing to follow orders, in 1990. Then the U.N. suddenly became the darling of the U.S. press. England has always been a very loyal client. By now Russia is maybe as loyal as England, or even more so. France will occasionally make some noises, but not much more, and China, given its dependence on U.S. trade, will at most obstain. That gives the U.S. control of the security council.
