The Haitian military is closely linked to the U.S.military. The high command was trained by the United States military. The CIA has been closely linked with Haitian intelligence, which it helped to set up, including the Drug Enforcement Agency, which is also linked with high Haitian officials. The Haitian elite, the small and super-wealthy sector, is very tightly integrated with the U.S. aid system; it sought during the eighties to use its resources to turn Haiti into an offshore assembly plant fourteen-cent-an-hour labor, from which wealthy Haitian businessmen prospered enormously. When Aristide took over, the United States at once turned against his government and U.S. aid dropped. For example, the U.S. aid organizations never provided a penny to the peasant organizations, and Haiti is after all a peasant country. Their aid goes to wealthy manufacturers.This is absolutely consistent with U.S. policy everywhere else in the world, in fact even in the United States, where the general population is considered a sort of enemy which has no role in the political system, it is supposed to watch from the outside.The political system is to be run by privileged sectors and in the third world this is just transparent, Haiti is an extreme example of it. The Governor's Island Accord makes very explicit for Aristide to settle the problem with what they call more progressive elements of the business community. More progressive elements mea not those who think you ought to slaughter the population rather those who think you ought to enslave them, that you ought to have them working in assembly plants for pennies, literally fourteen cents an hour, mainly women because they're considered to be more docile and easily repressed, and they'll make huge profits from it. The third world is totally demoralized and in dissaray, especially after the economic catastrophys of the capitalist world in the 1980's. Japan and East Asia are involved, but they are not big actors in the U.N. The U.S. refused to pay its dues, it pressured the U.N to eliminate the third world oriented institutions. It was only willing to accept the U.N. back again when it was willing to follow orders, in 1990. Then the U.N. suddenly became the darling of the U.S. press. England has always been a very loyal client. By now Russia is maybe as loyal as England, or even more so. France will occasionally make some noises, but not much more, and China, given its dependence on U.S. trade, will at most obstain. That gives the U.S. control of the security council. They've enlisted some elements in the CIA to produce a lot of disinformation about this. Simply take the narco-trafficking, for example. It's perfectly open. State Department reports published the fact that the military rulers survive on the basis of narco-trafficking. I wouldn't be at all surprised if in a year or two from now there's an election in which people from the Duvalier government win, and it will be called an open and fair election. There will be European election observers saying that nobody stole at the ballot boxes. When people get desperate enough and the only method of survival is to associate yourself with extremely repressive structures, they will do so. Europe knows that. Just think of what happened under the Nazis.
